No, it isn't. Please read the article I linked to. The very first line reads:

Taking the piss is a British term meaning to take liberties at the expense of others, or to be unreasonable. It is often confused with taking the piss out of which is an expression meaning to mock, tease, ridicule, or scoff.

"Taking the piss" is a British term meaning "to be unreasonable". "Taking the piss out of" is a British/American term that means "to mock, ridicule, or scoff". I mean the former, you mean the latter. With which, as the article mentions, it is often confused. But they are not the same.

I'm well aware that Americans use "take the piss out of" - I'm Canadian, we use it to. It is not the British "take the piss". Here is an example of "taking the piss", the way it's used in British English, at 07:45. The team makes their way all the way up a hill through a battlefield under fire to get to the agreed upon landing area, but when they finally get there the pilot changes it to the place they just fought their way from.

"Oh he's got to be taking the piss! We just busted our arses to get to the LZ, and now we've got to go all the way back down?!"

This is "take the piss" in British English - it means "to be unreasonable". We do not use "take the piss out of" this way - it means something else entirely when we say it, to to mock or ridicule. This is clearly not what the speaker means. The pilot is not mocking them or teasing them, he really means to land elsewhere because it's easier for him, hence "taking liberties at their expense".
