I might be a bit biased because I absolutely love X-Factor, and say start with issue #1 of the current run. Rictor is in the cast from the very beginning, and there is a lot of development with him in those early arcs. Shatterstar doesn't appear until issue #43, with the big reunion kiss happening at the end of #45, but there is a lot of good stuff before then (except maybe the Secret Invasion tie-ins, but that's mostly because of bad art).

And while you're asking, check out the ricstar community on LJ. It's one of my favorite comms right now, and where I went when I first got into X-Factor and RicStar back in Feb.
