So wait, are you saying they're using toy mind control on other toys?

Maybe the benign statues are ones that have been loved for so long and so much they've been immortalized as a statue? But if that were true I would suspect that they would be somewhat resistant to evil toy mind control.

Or inhabiting their husks somehow, depending on how dark you go.

Well, to be fair the only time that's happened they've had massive amounts of power, and didn't they say something like the sun would go dark if they had access to the TARDIS' energy? Maybe because then they could take control of all toys and statues everywhere.

Now the only thing holding us back would be their being "Born at the beginning of the universe". Maybe we can handwave it as them being the first toys to an alien race? A race that didn't value their toys?

Either that or it's an inaccurate legend, the same as the Doctor's, because no one knows or wants to admit that the toys they throw away become Weeping Angels one day.
