Even if it's not 'canon' this has been my interpretation. Woody is an old toy with a lot of experience, and Sid's poor toys were all broken up and re-formed. (which is awesome and creative in a real kid, minus the breaking his sister's toys part, but in the context of the movie is horrifying) IT seemed like they were inda unique in the ability to move around humans.

I always kinda assumed that going toy mode was an instinct, or else why didn't all the delusional Buzz Lightyears in the world talk to their owners?

You're right. I remember asking myself that as well. The instinct theory would provide a reason for that.

But then again, my headcanon now involves weeping angels so I may not be the best representative for 'logical headcanons'.
