I think Horatio Caine is the Creepiest Man in the World.

Honestly I haven't seen much of the show, so I can't give a thorough analysis of his actual behavior. But what sticks in my mind is when the TV got turned on in the middle of an episode, in the middle of one of his scenes. What he was actually doing was being a considerate friend helping someone in a bad situation (although probably it was also an ethical violation for an LEO). But he just had this... aura of creepiness. Something about him screamed "going to sneak into your house and leave creepy notes on your pillow criticizing your life choices". I don't know. Creepiest Man in the World.
