Yes, he's french but in SPN he's speaking with an English accent, very Oxbridge.

...I hope you're wondering if Balthazar was French, meaning Sebastian Roche's *character* (from whose lines the what-is-12-in-French).

Also, considering the fact that he was playing an angel who supposedly knows every language on earth (or is that fanon?), said character was most likely using something called sarcasm and/or trying-to-be-annoying humour.

Sebastian is French but British-raised, hence his accent both in the show and irl. He speaks fluent French, but I believe Balthazar as a character is just British (or at least, inhabiting a British vessel).

If you're talking about the actor, he's French.

If you're talking about Balthazar's vessel, there's no reason to think he's not meant to be British. The problem with being truly fluent in other languages is that you end up adopting a certain accent, and Sebastian Roché speaks English with a British accent.
