I don't know if I'd say that the game itself is harder than Black, unless you have the same habit I do of ending up with horribly underleveled teams and having a hell of a time beating bosses.
That said, if you get Black 2, after you beat the Elite 4 and Champion, it unlocks "Challenge Mode" which lets you play through the game again, but everyone has higher-leveled Pokemon and all the Gym Leaders and E4 members have an extra Pokemon. (White 2 on the other hand has "Easy Mode" so, yeah.)

I have that habit. I rely too much on the metagame (even though all my knowledge of the metagame is rather outdated. I went through Earl's Pokemon Academy in Pokemon Stadium 2, which was about... 10 years ago. Or maybe even 11?). And I don't like levelgrinding. So, by the time I reach the Elite 4, my pokemon are usually woefully underleveled.

Yeah, I have the nasty habit of relying WAY too much on type matchups which ends up with me facing opponents that have 10+ levels on me, abusing the hell out of Revival Herbs, and constantly running to Pokemon Centers. Welp! I'm still pretty sure I best the Champion in this game out of sheer luck, considering most of my team cracked level 60 either during or after the battle...

Yup, that's me. My main strategy is basically "Get to the opponent's last pokemon, use Curse, hold out as long as you can." My little brother scoffs at me for doing this, but well, it works. I think that when I beat the champ, only two of my Pokemon were at level 60. Two or three were below 50.
