In the movies — and at least some of the myths, I'm pretty sure, but it's been ages since I read up on them — they're not blood brothers, but Odin brought baby!Loki home after the war with the Frost Giants. Thor and Loki were brought up as brothers, and Loki only found out the truth about his heritage once he was a grown man. (Well, god. Giant. Whatever.) Thor still sees him as his brother; it's uncertain whether or not Loki does.

In the myths- Loki is a giant and Odin's blood brother.

In the movies- Loki is a Frost Giant adopted by Odin and he's Thor Step Brohter (which he only finds out about when he's all grown up).

In the comic books- Loki is a giant adopted by Odin and step brother of Thor and everyone knows.
