Why? It's a perfectly obvious pronunciation in English: Qatar and Qur'an aren't pronounced the way you would "qu".

because they're transliterating a different sound to 'k', and English people pronounce them their own way. Properly anglisized, like 'munich' and places like that, they would be spelt with 'k's.
