Totally agree. That's why I preferred Gale as a character (and I don't ship him with Katniss, either). Gale at least had his own agenda regardless if Katniss was involved or not.

Yeah, "pawn" sounds about right. I really saw the "brainwashing" thing as a plot device so Katniss could finally come to terms about how she ~felt~ about Peeta. It really had nothing to do with Peeta's character. He always came off as very static. Everything he did revolved around Katniss.

If anything, the brainwashing thing came off as gimmick to make him seem more complex than he actually was.
