Her skin isn't as pale as Annie's or Kat's, and blond hair is typically assumed to be a white-only thing though that's not necessarily true, so she could be more "ambiguously brown".

Also, if anyone's gonna come up with a conspiracy theory, what about "who was the one who though Jones up?" The last chapter said mystical beings only existed because of humans, so that either means Jones is the product of a human's superstition or something pretty amazing.

._. Well, her skin isn't peachy pink like the other characters either. I meant ambiguously brown as in she may not look like any specific race since she predates all humans. Maybe.
