If I suddenly started acting as if I were Japanese, and as if I were a part of Japanese heritage, then I think it would be pretty understandable if people were offended. I'm deigning to take on a cultural identity without having been raised with that identity or having ever fully experienced what it means.
Now, to get more deeply into it: there is a risk of fetishizing a particular culture while still oppressing it. This is what people generally think of when they speak of "cultural appropriation." In the example of Lana Del Rey, the issue is that she borrowed from Native American culture. Native Americans have not historically been treated well by those who settled the continental USA. In many regards, they are still not treated well. So, it's potentially offensive for an American of European descent to adopt a Native American tradition because it might as well be saying, "I think aspects of your culture are cool, but you're still shit because you're not the right ethnicity."
I feel like I'm not explaining this well at all. My brain is not correctly translating my ideas to the page. But hopefully that makes some sort of sense.
