Does it maybe vary based on what layout you are using?

ETA: figured out how to make it work. I have to click "permalink" in order to bring up the post in its own page and then I can edit it. :)

You can do it to many posts at a time, too. Just go to your dashboard and click on your blog name, and under 'followers' there's a tiny link that says Mass Post Editor. Then you can select a bunch of stuff and choose 'add tags'.
