They said a thousand times that a romantic relationship between Holmes and Watson is not going to happen.

And we should believe them why? Has their word ever been good in the past? Ever?

Let me clarify that when I say 'them', I do not necessarily mean those specific writers, I mean the entertainment industry in general.

Especially for TV shows whose ownership is a diffuse thing, spread across of lot of different, competing agencies (producers, creators, writers etc.) and where long-term, major decisions for the show are mostly arrived at in large committees.
