That is far from true. The few years after puberty are often unkind; you might have shitty skin, you may not have figured out how to dress to flatter yourself, how to use makeup, etc. I can imagine what you'll say, that stuff like clothes and makeup are just covering up flaws, but look at unflattering photos of any celebrity and model and you'll be surprised at how average they look.

I think the thesis of this secret is entirely plausible.
