you can get shit make-up for cheap but it looks like shit make-up.

Yeah, nice makeup is pricy, but that's not really the point? Putting yourself together nicely doesn't necessarily mean putting on a full face of Lancome and Laura Mercier. There's a whole range of things you can do that falls far short of that.
