how do we know Loki doesn't spend a lot of time doing that when he's not haphazardly leading armies against planets he cares nothing about?

Obviously he does that on his downtime. But teenagers would have to mature and work up self-control to be able to focus on destroying something other than a box of kleenex and by the time most of them got to that point we wouldn't be calling them teenagers anymore. We'd be calling them "OH MY GOD, NO, PLEASE Ngrughbble!"

It depends. If they had access to the kind of power Loki has access to, I think a fair number of teenagers would end up killing people or small groups of people on impulse. A not insignificant proportion of them would then immediately panic and try to fix it.

I think there are actually not that many teenagers, really, who respond to stress by crafting and executing complicated plans to DESTROY EVERYTHING. There are a few. But not very many.

what I have really learned from the responses to my comment is that I was apparently an unusual teenager, because in my worst angstiest years I TOTALLY would have destroyed entire planets if I'd had the ability. Would have regretted it, but still would have done it

Oh I definitely had moments where I considered dedicating my life to science to figure out how to genetically engineer a lethal virus to only target human life that could be dispersed from the atmosphere and was non-soluble in water.

I just can't say in complete honesty that if I had Loki's powers at that same age my hormones wouldn't have overriden my homicidal urges with ALL THE NEW MASTURBATION!
