That's not a good summary of the court's decision. The City of Santa Monica (CoSM) ended the tradition citing difficulty satisfying multiple groups and increased maintenance costs. The court refused a preliminary injunction against the CoSM on the grounds that CoSM's budgetary decision was not a violation of the First Amendment.
