That's Cillian Murphy, reprising his role as Jonathan Crane, aka The Scarecrow, the visible primary villain from the first movie--dude with the mask and the fear gas. He showed up again briefly in Dark Knight and was put in Arkham. In DKR, he's free with all the rest of the maniacs.

Though to be fair, the part was probably originally for the Joker.
