That's debatable. Between times he didn't have companions (even briefly), or alien companions with possible long life spans (like Romana), there could quite a few adventures we don't see. Hell, one episode--"Face of Evil"--is based on an adventure Four had shortly after his regeneration that we never saw.

And a very long time could have passed for Four, around "The Deadly Assassin", during which he didn't have a companion. A long time could have passed between that episode and picking up Leela. It was implied "Rose" took place right after Nine regenerated, so we may have seen his whole life, but Ten and Eleven also spent multiple episodes entering and exiting episodes travelling without companions, too.
