He's hammy, of course he his. That's Barrowman. But if he wasn't on it, I would be too bored with it to keep watching. I mean, it took me 3 or 4 episodes to finally be able to tell which of the brunettes was Oliver's sister when she came on the screen and which was his ex girlfriend.
