I'm confused.. Hasn't Bendis been writing Ultimate Spider-Man Since it first started with Peter?

Yes. Which is my point.

It'd be one thing if there were a writer change. We could look at that and say "new writer, new creative direction, people didn't like it/didn't bother" but that hasn't happened. It's been Bendis the whole way. Which means if it started strong and dropped, that's not some other author's fault if it's the writing. Which I think it is.
