I don't really think voting rights should be stripped just because you're unaware of the maximum term limits per president.

Personally I feel that if you're uninformed you shouldn't vote because you have no clue what you're voting FOR. Not knowing that there's a 2 term limit on the presidency is SUPER basic, and the lack of that knowledge in OP's neighbor tells me that said neighbor is fundamentally clueless about the political system in this country, hence should probably not be trusted to participate in it.

Hypothetically, if you put a person/committee in charge of deciding what counts as "too uninformed to vote", they could take away peoples' voting rights for any reason they want. Better education would help. People are always going to be ignorant though, and sometimes all you can do is talk to them and maybe they'll learn something. Frustrating, perhaps, but better than taking away their rights.
