Not always. I expect Big Barda to have thicker, more muscular legs than, say, than, say, Nightwing, because one is an acrobat and the other a tank. That's the problem, when artists don't take into account that not every male or female form should have a generic build, they each should have different physical characteristics based on their skills.
No, these are simply sexually available poses NOT submissive ones. All of these things remind people of what a woman looks like in bed, which YES tends to look pretty exposed.
Women don't look like that when they're being aggressive in bed. There's different types of sexual availability, and the one almost universally chosen for women is flailing backwards, waiting to be taken, instead of leaping forwards, seeking to take (or meet as equals). No doubt the former is more appealing to most of the men drawing them, I'm not arguing that, but it's not the only type of sexuality there is for women, and it's not the one every female character would express.
