Well, it does inflict drama on the rest of the community, whether they want it or not.

Yeah, that's what I was thinking. Plus the OP doesn't say HOW they were inciting the drama, it could be anything from an unpopular statement, to outright saying something that could be seen as offensive. (Like, I don't know, one of the best ways to start drama here at F!S would be to fan the flames of a debate about race, religion, hot-button political issues, etc.)

Yeah, but that doesn't really fit with the definition of "mean" imo. I guess that's a word whose definition isn't really pinned down though at least as far as common usage?

I would personally call it inconsiderate, thoughtless or careless, rather than mean, but from the point of view of the other fans who just wanted to be fannish in peace, I can see why it would be mean.
