I look at it this way:

People are going to have sex for fun. This is never, ever going to change. They won't care if they don't have contraceptives. They won't care whether they can afford getting sick or pregnant.

This hasn't changed in the thousands of years humanity has been a thing, and it won't change now.

The difference between "paying for their contraceptives" or not, is that if you do, you'll help diminish the amount of unwanted babies (and "surprise" but still loved babies) and sexually transmitted diseases which are already a drain on the populations money anyway you look at it.

Whether you approve of their having sex or not for fun, it's gonna happen.

It doesn't matter if you feel that it's totally their responsibility and you shouldn't have to pay for it; the fact that they're having babies and requiring meds for STDs isn't going to change -- but what you can change is lowering the cost of their behavior; contraceptives are going to be cheaper in the long run than more unplanned humans existing and medication for something like AIDS for life, for example.

This is where I have trouble with this conversation. Because yes, people are going to have sex for fun...but that doesn't magically change the fact that it's still their choice and their responsibility. It just feels so much like enabling reckless behavior. People are expected to take responsibility for themselves in virtually every other are of their lives, but when it comes to sex, it's just ~so much fun~ and I guess it's ~so hard~ to resist the temptation to make an irresponsible decision? That's a cop-out.

I know what you mean, but what do you propose we do, then? All the solutions I can think of require a vast reform in the way society works, especially in education. I have no idea where to even begin working on those.

I mention the free contraceptives because those at least sound feasible in the short term.

Hopefully actually having free access to them can be one of the stepping stones towards a better sexual education which leads to a more responsible view of sex in general.
