It's Once Upon A Time, and it heavily pulls from the Disney canon, which is hy Mulan is there. They pretty much ignore the difference between fairy tale, myth, legend, etc. as long as they're fictional, affordable, fit in with the setting, and relatively well-known ('cause of Disney, usually). They've got Pinocchio and Captain Hook and king Midas and Wonderland and all sorts of other things that you wouldn't usually classify as a fairy tale.
