I think a lot of it has to do with the fact that the part was originally written for a male character. So at no point did someone sit down and figure out "how to write a girl"--they just plain wrote a character without tagging a metaphorical bow on it, and got a wonderful character.

Also, they got a wacky character. It is rare as heck that woman gets to be "the wacky one." Love Dory so much.
