Have you talked to him about it? I'd say sit him down and just tell him that you'd like to be able to spend more time together with just the two of you. Make it clear that it's not that you dislike his friends, but that you feel like you should be able to spend some time together as a couple, and that you'd like to actually go on dates and carry through with the plans that you make. You should also ask him what his expectations are and what he wants to get out of the relationship. I don't really have much context here, so it may be a case of him just not realizing that you want alone time (or that when you mention skating, restaurants, etc., that it's something you'd actually like to do and not just talking about possible plans for someday) and thinking things are okay as-is, or you guys might have different wants and expectations for the relationship.
