I see this film, including Milton, as one of those, "I, the viewer, feel like this at work (at least on some level), it's painful because it's true, but it's funny because it is ridiculous we are subjected to such bullshit." And, it's a movie so they play with movie magic and movie logic to heighten situations, and also giving us a feeling of wish fulfillment at the end of the film when Milton burns the mother fucker down, gets the money, and is living in paradise with his stapler.

But OMG I love this film. It gets funnier the more you realize you're stuck in these characters' lives. It's one of the few things that helps me cope with life when it gets tough.
