If you're talking fandom I'm assuming you're being sarcastic (the answer is EVERY DAY).

If you're talking showrunners, I think we've heard something once or twice.

Either one. I just recently started watching the show, have only seen six episodes, and know next to nothing about the fandom.

Well, the Doctor is a very inspiring figure in most of fandom. People want him to reflect the best of humanity, and some people feel he can do that easier if he weren't always a white male. I agree there's no technical reason for him to be white (not really sure about Gallifreyan ethnicities, but I've only seen white Time Lords), but...I just don't want them to try and delve into what it means for the Doctor to change genders.

I don't know how much you've heard about Steven Moffat.

But the man isn't the best with women.

Besides that, every incarnation of him has identified male. Eleven was pretty horrified when he thought he had become a girl.
