NuWho tends to at least at first create the impression that the villains are really fo serious yo before becoming ridiculous...although why them turning out ridiculous is a BAD thing, I don't know, because the few genuinely terrifying villains who aren't ridiculous kind of bore me and feel incongruous in the show.
