Well, I don't think portraying it that way is that far off the mark because Javert's pursuit of Valjean is kind of a microcosm of Javert's whole life and worldview and personality. It's not all he does every day, but it is pretty indicative of what he does every day. All you need to know about Javert you know from his pursuit of Valjean, even though that particular pursuit is not all there is to his life.

Like, when he finds that he needs to choose between letting Valjean go (illegal), or bringing him in (immoral), his entire worldview implodes and everything he believed in his entire life is undermined and that's why he kills himself. It's certainly not a case of "well, I let the guy who I dedicated my ~whole life to catching~ go so now my life has no meaning" because that's...not really true, but at the same time it's not as simple as "oh noes I did one little bad thing".

I'm not sure I completely agree with that, though that is a good point. It's just, in the musical, we see him turn away from chasing Valjean, even when he knows that Valjean is in Paris (as seen when he turns away from chasing Valjean to try and spy on the Les Amis, though he knows that Valjean is in Paris, he has a different duty to preform.)

It's true that his life is undermined, but that's because every time he runs into Valjean, it's when Valjean is doing moral actions, not because Javert was chasing him the whole time.

Yeah...uh..that's not even remotely what I said? I said he's doing stuff SIMILAR to chasing Valjean all the time. Like chasing and prosecuting criminals with that same kind of righteous zeal that he always voices whenever he runs into Valjean, which fits into the same mentality as what drives him to chase Valjean. His thing with Valjean isn't his entire life, but it's kind of a metaphor for his entire life.
