Well, taking Tyrion hostage ended up being the spark that set things off, but you can't blame the whole thing on her because... yeah. Tywin was spoiling for a fight and used the Tyrion situation as an excuse to start shit and sack the Riverlands.

This does make the most sense. From what I've heard of Tywin he seems he'll use any excuse to start a war.
