I like to think that, no matter who Sailor Gallifrey actually is, her sailor costume is made out of ugly tweed and velvet, and it just changes colors based on her regeneration.

And instead of a sonic screwdriver, she has a giant sparkling SONIC wand. Because, let's face it, the sonic screwdriver is basically a magic wand anyway.
