Tags evolve. There are pockets of fandom that will still insist that / means a homosexual ("slash") pairing, and that & is a romantic heterosexual pairing, while a , is used for gen. The / gradually came to indicate any romantic relationship and the & moved to gen. If the / is now morphing to indicate that the fic's focus is on the relationship between two characters, well, such is the nature of communications.
