It's rare because the Elves are into more self-preservation, since the mortal/immortal relationship will inevitably end in heartbreak. In Luthien's case, she died and went to the Halls of Mandos, where she still couldn't be with Beren (humans have a different afterlife to Elves and dwarves). In Arwen's case, she became mortal and gave up her ability to see her family again until the world ends. The only male Elf/mortal woman story Tolkien wrote had the Elf basically fleeing the moment he fell in love because he knew he was fucked.

The only Elf/Mortal pairing that Tolkien doesn't flag as tragic is the one that gave birth to the Princes of Dol Amroth.

No, she went to Mandos the first time to get Beren, but she died the second time she died for good and truly left Arda. (Only one with no human blood to do so).

Idril and Tuor have a decent ending (presumably).

Well, that human/elf pairing was split up forever after death. Beren and Luthien and Aragorn and Arwen got to be together eternally -- it's more tragic for their families than them.
