DA - and potiental spoilers depending on what side quests/storylines you've done [specifically the black hand one]

I'd honestly say the empire. Remember, for all that it was almost beaten, they still managed to push the Dominion hard enough that they were willing to agree to a peace [a relatively light one from what the White-gold concordat terms seem to have been*].

Plus, the empire is pretty savvy when it comes to politics and political intrigue. Point in fact, savvy enough that the emperor knows ahead of time that he's going to be assassinated even warned his body guards that trying to stop it wouldn't work, and stated that it had to happen. All of that implies that there is a huge amount of behind the scenes intrigue, and that they know how to handle it. Plus, in terms of military strength, the empire just flat out has a larger population to draw on if it comes to that.

If you go with the Nords, on the other hand, they don't seem to be as inclined to know how to handle something like that [not that they can't - just that they have less experience it seems since they're culture seems more geared to honor and open combat]. Plus, you have to remember that they'd be dealing with a force that all but took down a much larger force than Skyrim. Even at full strength it's dubious how long they could hold out - and the Stormcloaks wouldn't *be* at full strength. A lot of jarls are against Ulfric and plenty more are torn in the middle, and Ulfric makes no bones about the fact that in his mind if you aren't with him, you're against him. So, chances are both the ones actually against him and the ones trying to remain neutral will be replaced. That would, from what I remember, lead to a lot of resentment on top of dislike for how he killed the former high king. I think it would even be possible that it would start another civil war if he ended up the winner of this one, crown or no crown.

*Yes, I know. Outlawing a religion and letting the Thalmor chase people down. However, remember - considering the Thalmor was ~about to crush the empire~ those really are *light* terms. They could have demanded the empire hand over large amounts of land, and even cut the size of the empire's army. The fact that the empire might have decided to continue fighting at those terms implies, to me at least, that the Dominion took some pretty heavy hits as well.

Also, allowing someone to do something =/= helping then

tl;dr: I think the empire is far better equiped to handle the situation than the Stormcloaks.

(I haven't done the Black Hand storyline yet, and I'm in the middle of the Dark Brotherhood one, which apparently is related to the Civil War in some way, so I'll edit this comment when I have, if no one's replied, with my reaction to what you've said. I really don't want spoilers.)

But as to your first paragraph - yeah, I think I'll probably go with the Empire at this point. The more I see of the Stormcloaks vs. the Empire, the less I'm liking the Stormcloaks.
