You click on that note, which takes you to the reblog in question. Then you reblog that post with your own comment. Not hard at all.

This isn't so bad with things with only a few hundred notes but with popular things like gif sets or fanart, you can get pages and pages of "x liked this!" and "y reblogged this from z" before you see any comments. Even if you reblogged with your own comment, others won't see it unless they click "more notes" a million times O_o

But your followers will and the followers of whoever reblogs your version will. It just limits the number of people who sees it, not cut it off completely.
