That's Ice! She's from somewhere in Scandinavia and was originally from a race of magical ice fairies or something. She's a superhero and her BFF is a Brazilian lady named Fire.

I've been meaning to pick up the trades for JLI for years, but I never remember about it when I'm actually at the comics store. But everything I've seen makes me love it despite not actually having read it.
