But that doesn't explicitly mean that she couldn't consent or couldn't want to have sex with him.

What it means is that it's extremely difficult for us to determine how she felt about it.

I would not have shot that scene in that way if I wanted to portray a consensual sex scene and I can definitely see why it could make people very uncomfortable. That doesn't mean that the scene wasn't supposed to be consensual but failed to get that across due to shitty editing/writing/time laps.

Yeah, of course the scene was intended to be consensual; nobody's gonna explicitly make Bond a rapist. It was just handled so dubiously that the intention is ineffective.
