It is dreadful, but I recall at least one author I follow saying that they have little to no input over the covers, so I wouldn't fault them for that.

I've heard that from a number of authors, especially from the earlier novels. All the packaging is decided by the publisher, and only if the author is really worried about it will the agent fight for them to have input on that part of the book. Marketing is more out of their hands.

It is indeed one of the drawbacks of the traditional publishing route, I think. I wonder if most self-published types commission an artist, or what.

I think it depends. Some authors buy stock images. Others commission an artist. Some design their own covers, but that's risky unless you're a skilled artist or photographer.
