What that means is you don't want the people who are personally invested in any given crime giving advice on it. Because it invariable leads to stupid shit like minimum sentencing, watch lists and so on.
Like I said, go to any mainstream, or not so mainstream feminist site and try to discuss the best way to deal with paedophiles. Then look at the vast bodies of information out there on the ideal response. This is the exact same.
