Doesn't have to imply contempt or judgment, though. I read it more like 'That sounds pretty sucky [for you]'.

Hmm. I definitely read it as "that's just pathetic [according to my opinion]" which has a very judgmental tone to it. That's how I usually see the phrase "that's just sad" used.
