But... they're not even all that alike? I mean I ship them and all because they are a little similar but their problems and fears and such have completely different bases. Siure they're both starved for affection and enjoy mischief but aside from that... Kid Loki is afraid of himself and what he will become. Jack is afraid of being ignored for forever and not being what he could be.

Also, Loki's tactics for dealing with children are remarkably different from Jack's. I don't think jack would ever tell kids he's going to bash their heads in with a rock.
