Szeszka (sp?) the photographic-memory librarian? Maria Ross too? She's an officer in the military but she's just a common soldier who got involved in some unfortunate events. Oh, and Rose. Her development is different in the manga/Brotherhood but she's still awesome. They are all minor characters compared to Winry though.

Dr. Marcoh is pretty harmless. Black Hayate's owner is a communications tech if my memory serves me correctly. Winry's family, most of the commoners, most of the people in Xerxeres (sp?), Gracia and her daughter, Nina and Alexander... Lots of people, but they're usually in the background.

Actually, Hayate is Riza's dog. Fuery just takes care of him once in a while.
