I know someone like this. In my case, the guy put things down, not to get a rise out of people, but because he didn't care. We hung out for a few years, and pretty much whenever the topics came up, he would make disparaging remarks about my appearance, personality, job, preferences, clothing, pets, tastes, beliefs, any books/movies/television/music/seasons/weather/etc I liked, and on one amusing occasion, my handedness.

(And yes, we still hung out for a few years. This was because neither of us had any other friends, and by the time he started with this shit my opinion of him had dropped low enough that his nay-saying had no effect on me. Nor would I have had any objections to our continuing as 'hiking buddies', but there came a time when he asked "when" I was going to sleep with him; I told him I wasn't and haven't seen him since.)

tl;dr: I can relate, and hope your sister had people in her life with more positive attitudes
