What Visp said - but also, in some cases, I think, the cops are competent, just maybe not in the way that we would like them to be.

Pretty much this. The cops, especially NYPD (which I have knowledge of being a New Yorker) can be almost-scarily competent as long you're white and at least middle class. Otherwise, they don't give a shit about you and it reflects in their work with crimes against people who are POC and think you are a criminal on the outset. Look at the recent serial killer who went around the city killing Middle Eastern owners and the NYPD thought it was a black guy (and had a sketch and everything) when the actual perp was a well-to-do white guy.

Huh. I'm from Los Angeles and we're pretty okay with the cops here. They're really competent, and nice and polite, IME. Though of course we have a long history of police brutality.

I don't know about them caring more about the white middle-class. Maybe because every other cop I've ever seen (and I live in a "risky" part of town, so I have seen more than a few) has been of Hispanic origin. Although I am aware that there are more problems between the police here and the African-American population, especially when it comes to police brutality.
