Part of it is probably because they often are characters who react to things with their comments and snark rather than always being the instigators of action and plot. In that way, they are closer to the audience and therefore easier for us to identify with. Plus, they're often funny and humor is entertaining.

I love these characters in fiction but really despise people who think they play this role IRL.
