I think he keeps wanting Scott in his pack because, like he said to Scott at the beginning, he sees them as brothers. Derek wants pack so desperately that he'll even take someone as shitty at being a werewolf as Scott.

Now by the end of S2, after the betrayal concerning Gerard, Derek might have changed his mind.
